Many things can cause that, the simplest cause being lack of power steering fluid.

If the sound is a loud growling , whining, noise you're probably low on power steering fluid. Now the cause of the fluids loss is WHERE ?
Check your power steering fluid
Check and see if your power steering fluid level is low.
Air in the pump can cause noise and friction during turning. An option is to ask your mechanic to bleed the power steering in order to remove the air. This will definitely solve the problem as long as the power steering pump is functioning optimally
you have a bad power steering pump get a new one
After bleeding the power steering the pump may make a noise because there isn't enough power steering fluid in it.
Power steering fluid smells burnt, sometimes I add fluid, cause its down
Check the power steering fluid level. Low fluid is the most common cause. If the fluid is ok then the pump may need a rebuild or replacement.
