If you only hear it when it is moving, it is the tranny or a bearing. if it does not change pitch when the tranny shifts, it is a wheel bearing or cv joint. if it rumbles when you turn sharp left or right, it is a cv joint.
If you mean "what" is making noise when you turn the steering wheel? It usaually means you need power steering fluid. If you run too long without power steering fluid it will make your power steering go out. If it is making a shuttering noise when you take sharp turns. Your rear differential may need to be serviced. The grinding noise in the front of a 1990 Dodge Caravan could be a cv joint. If it is, it probably only grinds when you take a sharp turn. There is one located on each side.
