such is the case in china, if a countries population start getting to high and the government feels that the population is rising to quickly then the government of the country may decide to limit the amount of children each family would be aloud to have, so lowering the birthrate of a country and the overall population with it. Also things such as War can cause large effect of the birth rate, as countries are flattened and cut off by war so can resources, food for a balanced diet and so on, and so this will raise the Death Rate, but will also cause people to think otherwise about bringing someone else into the world at that point in time.
