First of all, always go to the doctor, if you have any itchy bumps or rashes on your Penis, you do want to rule out STD's, of which most can be treated and will clear.
However, based on the description above, it does not sound like blisters, or open soars... Now when skin gets itchy, then swells, it is usually a sign that your body is reacting to something, be it an illness or new clothes etc... When your body see's something there that it does not like, it will send histamines to that area, which is the swelling you are experiencing.
SO if you are not describing open soars, or itchyness and swelling on the head of your penis, just itchy lumps that swell, then I would have to say you are reacting and have hives.. Which can happen anywhere on your body and itch like crazy.. Get yourself a non-drowsy anti-histamine and some OTC quarterzone and you will be good !

I don't know, but I would see a doctor immediately. First, I fully agree with answer one's recommendation to see a doctor IMMEDIATELY.
As to what it is, a doctor will have to determine that, BUT it certainly suggests a very highly contageous and serious sexually transmitted disease [STD] called Herpes [pronounced "her-peas"].
Do not have sex of any kind UNTIL AFTER a doctor has determined what it is.j3h.
It might be an infection...it might be irritated. It depends, make sure that, if you've had your wet dream yet, you clean your self really well. If your sperm seems to be discolored...green in color, or very cloudy, if it's lumpy, or if it smells really bad, tell your parents or your docter. That's really all I know....Thanx!

Once in a while these sorts of irritations can take place. they are usualy easily dealt with by just keeping it clean and dry for a few days a topical disinfectant creme may be helpful as well if you cant get rid of it you may have to see a doctor about it.
It could be almost anything and it depends on where they are.
