Old TVs use cathode ray tubes to project the image. These can generate a lot of heat and if dust or other contaminates have fallen into the vents in the back of the TV, the heat can cause them to smolder and smoke.

To fix: Try removing the back of the TV and wiping the insides down with a dry rag, but be careful not to break anything.
