A diversity of citizens case is a lawsuit which does not involve any federal issues and would not normally be heard in the federal court, except that the case involves a certain amount of money and the parties are citizens of different states or countries. This jurisdiction was created in the federal courts to make sure that out of state parties who had to file their complaints and answers in state courts where they did not live were not discriminated against. Title 28 of the United States Code, Section 1332 states the requirement. Essentially, the requirements are that the amount in controversy must be over $75,000.00 and the parties are either 1. Citizens of different states; 2. Citizens of a state and of a foreign country; 3. Some combination of citizens of different states and citizens of foreign countries; 4. A foreign country as plaintiff and citizens of a state or states. It is not mandatory that such cases be heard in the federal District Court. Plaintiffs have the option to file a case there if they so desire. If the case is filed in a state court, the defendant may ask that the case be transferred to a federal court.

The residents of the city-states were very prosperous and had some rich citizens who patronized the arts. ☺
if a state is out of the contiguous United States, it means that the state is not connected to the united states and obviously the other countries are like that too if some cities aren't connected to them
Only the House of Representatives can impeach federal officials and then only the Senate can remove them. In some states, the citizens can vote to recall the governor and other state officials.
It sounds like you may be referring to a so-called "citizens arrest' wherein (in some states) citizens are empowered to arrest perpetrators observed committing felony crimes.

Puerto Rica has a special relationship with the United States: it is a territory of the United States, which means that Puerto Ricans has the priveliges of an American citizens while their island retains some independence. They are NOT a state.
It depends on the state. Some states elect, some states appoint.
State rights gave the states some power to decide on certain regulations instead of giving the Federal government all the power to control all the regulations. Some people think that by giving the states some power then the federal government wont have too much power to become dictator like or monarchy and stuff like that. Or tyranny which is the use of unjust power.
