This is a difficult subject. While a legal ejection is the only way to force the 18 year old out of the house, please consider mediation. Well, you could get in a huge fight and throw them out but my guess is that you still love your child and don't want to do that.

Your child needs a reason to move out and on in life. Really all you can do is support them and show them that they have options. Maybe one will strike their fancy.

Finally, there is a time when you realize that they are not going to do anything on their own. In this case its time to call in some favors. Find a place where your kid (yes they are still a kid, until they take responsibility of themself) won't be in any serious danger, say with an aunt or old family friend. Find them a job somewhere, doesn't really matter as long as they are working and making enough to feed themself and pay rent. And once this is lined up ship them out. The relative or friend you send them too can look out for them while making sure they pay their dues, and the kid will be forced to start taking care of themself and take responsibility. (an alternative is letting them live with you but making sure that they pay you rent and living costs. this is hard however because as a parent you tend to be soft on the child. I suggest repo-ing their computer if they fail to make payments)

Change the locks and ask them to leave. The 19 year old is an adult that you don't have to support or have in your home.
