What is meant by your license "never showed up?" Showed up where? Not enough information is given in order to answer. My advice: CALL the NC DMV direct number and ask!! Possible alternative - go to your local DMV office (wherever it is that you presently are) show them your current license and ask them to check your driving privileges against NC's files. They should be able to tell you if NC has taken action, or not.

Couple things here... first, you have to be a resident of the state you're seeking a licence from. Second, even if they're not part of the compact, it doesn't mean they'll issue you a licence if you have an ongoing suspension or revocation.
You cannot. Iowa does not issue civil union licenses. A same-sex couple (or an opposite-sex couple) can get a legal marriage license in Iowa.
Until you meet the conditions for reinstatement of your licence in Wisconsin, you're pretty much going to be rejected at every turn. There are a couple of states which aren't signatories of the Drivers Licence Compact, but even if they issued a licence, it would only be valid for use within that state (which issued it). You may want to see if Wisconsin has a hardship licence.

In order to have a valid marriage, you need to get a marriage license. Getting a marriage license typically involves couple to apply for a license at the clerk/recorder for their county. This can be done live or online. Then the couple must appear at the clerk's office to pick up the license, or if the couple had applied in person, the license can be sent by mail. Many states required a 0-5 day "cooling off" period, to give the couple time to think it over. Applicants must be over 18, or obtain a guardian's permission. They must be unmarried, and have proof of divorce or annulment. Applicants do not need to be citizens of the United States or a state resident.
You have to be at least 18 to get a marriage license. You can get one at 16 if you have parental permission.
