I don't know about Sims 2, but on Sims 1 you can download rug, painting and wallpaper/flooring tools from http://thesims.ea.com/us/index.html to customise your Sim houses.

∙ 13y agoUse cheats to make it so you don't have to worry about your sims needs. Do the money cheat so you can build and furnish houses for your sims. Kill you sims in different ways to build up an army of multicoloured ghosts.
If you need to ask a question like that, perhaps the funnest thing you can do is uninstall it. Or if you haven't got it yet, save the money and buy something better.

If you want just 1 Sims game on the PC then the best will probably have to be The Sims 3 which has great graphics but it takes some time to load. Although if you want a cheaper Sims than you should probably go for The Sims 2, it may not be better than Sims 3 but it still has most of the same things and you can buy Expansion Packs for the Sims 2 which allows you to do and buy more things and go more places.
