It sealant is probably a silicon product, if it is on the glass and the glass is smooth then a razor will do the job. If the glass is textured then the task is very difficult. If the surface is rough then use a razor to remove as much as possible and use new sealant (I prefer clear) to assure no leaks and a fresh look.

The best option for a fix is to use a sealant. If you don't want to use a sealant then you're going to have to replace it all. I really recommend to use the sealant.
If the sealant is NON-silicone, then yes, you could paint it. I do not however recommend it. You best solution to this problem is to remove the old sealant and replace it with fresh bathroom caulk. There are several brands made specifically for use in bathrooms and areas where mould and mildew are common.

In most cases a new gasket is required, but no sealant.
Unibond floor sealant comes very highly recommended.
It would recommend you to remove the old sealant, clean & wash the roof surface and then apply the coat of new sealant e.g., RV Roof Magic. This will allow the new sealant to achieve a smooth finish and adhere properly to the RV roof surface.
