It is possible to some extent to deter computer crime by arresting people who are found to have committed such crimes, and putting them in jail. This does stop some people from using computers in the wrong way, although it certainly won't stop everyone. To get a more comprehensive solution would involve very radical measures. I can imagine a world in which only a carefully selected and indoctrinated priesthood are allowed to use computers, and no one else can even learn how they work, because computer science or programming is no longer taught to the general (non-priesthood) public, and all related information is removed from libraries or data bases, but at this point even that would be nearly impossible to do, because the information is already too broadly distributed (not that we are likely to even want such a radical solution anyway).
