What can you do to help your yellow bellied slider whose eyes are swollen and closed shut if he hasn't eaten in a month?

This is often caused by a severe vitamin A deficiency. Turtles and other reptiles are visual feeders, however, so if he can't see his food he won't eat. Thus, I'm afraid the only help is to find a veterinarian with some experience with reptiles who can give the appropriate care.
== If this is caught in the beginning stages there is over the counter turtle eye drops available in many pet stores. Zoo Med Repti-Turtle Eye Drops average about $4US currently. If this has been going on for a month now though, your best bet is to what was already mentioned above and contact your vet.
Either way, ask your vet about ways to improve the turtle's diet to prevent this from happening again.
