I don't know about England where you must be located by your use of the term Lorry & Windscreen instead of Truck & Windshield. In America normally we just turn the broken windshield in to our own insurance and they repair it. Of course there are laws governing hauling materials without a cover to prevent just such an accident. Problem is that it is difficult to stop the offending truck. You could of course contact the truck company and see if they will take care of this. Or you could report them to the proper authorities.
