you can use aloe vera. it is safe for dogs. you can reapply until the sunburn is healed.

no, not directly atleast. If you get sunburned, though, your skin gets damaged and so it releases more oil as a reaction to the sunburn, and to "protect" it from UV rays (because oil serves as a natural sun block). Ur sunburned skin produces extra oil so u can break out. Sunburned skin will look dryer/tanner/better(?) at first, but trust me after the extra oil production kicks in it won't be worth it.
