You need sticks and either wood, cobblestone, iron, gold or diamond, crafted like this:

E = Empty
M = Material (wood, cobblestone, iron, gold or diamond)
S = Stick
Take 2 sticks and put them one on top of the other in a crafting table, then put wood, cobblestone, gold ingots, iron ingots, or a diamond on the top. Then you have a shovel!
