Somewhat. Every time I pierce a webbing, it barely bleeds on most people, but it does bleed. Most of the time it is not a lot.
I'm unsure about webbing of the feet, but webbing on the fingers is called syndactyly.

Although in the Spectacular Spider-man TV series (where his webbing is MUCH weaker) Spidey has joked that his webs come off with icing or peanut butter. But I'm sure he was just joking.
