Watch your puppy for about a day or two and if the pup still has diarrhea, take him or her to your Veterinarian. Also take a small sample of the pup's diarrhea too (put in a small jar). If the diarrhea was just from eating the wrong food, then it should clear up within a day or two. If it doesn't then it could be from something else. That is why it is best to take the pup to your Veterinarian to be checked up.
For any dog with diarrhea, stop using your regular pet food immediately. Give the animal 3-4 small meals a day of boiled white rice mixed with boiled hamburger or chicken breast (at room temperature). The ratio of rice to meat should be 3-2. Remove as much fat as possible from the mixture. Do not feed the puppy any treats or non-essential supplements. Make an appointment for the puppy to see the vet at your earliest convenience.
No - at this age, your puppy has been completely weaned from his mother and no longer has the ability to digest milk sugars. You can cause digestive upset, including diarrhea, if you feed milk to a 10 month old puppy.
A month old puppy is not weined yet. He still needs his mothers milk.
No feed 4 to 5 times a day.
A ten month old puppy shouldn't be having recurring bouts of congestion (do you mean constipation?) and diarrhea. Neither diarrhea or constipation are a disease. They are symptoms of many different diseases, and show that your dog's health and eating habits need immediate attention. You should have your pup examined by your vet to find out twhy this is going on.
Those 2 things are unrelated...you should take him to your vet

No, it would cause stomach pains to the puppy
Reduce meals to 3 times a day.
Four-month-old puppy should be fed about 2 ½ cups per day Have a great day!
A heaping cup in the morning and again that evening.
Yes the puppy should be fed 4 to 5 times a day.
Let it drink its mothers milk until it is around 4 months old and then change to puppy food. Wet would be better for them because they are young.
