The Berlin Wall
When Germany was first unified, it was Berlin, and continued to be throughout the Weimar Republic and Nazi rule. After 1945, when Germany and Berlin were divided, (East) Berlin became the capital of East Germany. West Germany controlled part of Berlin but did not want to site their government in an enclave. They set up a capital in Bonn, a city of moderate importance. After reunification, the capital was moved to Berlin, however half of the government ministries remain in Bonn. The judiciary is split between Karlsruhe, Kassel and Leipzig.
