The three agencies in criminal justice (in a consensus model, like in the United States) are the police, criminal courts, and correctional agencies. I wont answer this with just a yes or no, it is alot more complicated as you go from state to state, in some states you can carry a weapon in public as long as it is in plain view of the public, see "open carry law" some states also have a concealed carry permit you can get trainned to carry a weapon out of view of the public, for the best answers i would consult with your local law enforcement agency.

What was the US policy of the Cash and Carry?
Cash and Carry was a policy used in the beginning of WW2. Roosevelt did not want to get into the war because of the previous effects of WW1. Therefore, he offered to sell European countries involved (mostly the Allies) any resources they needed as long as they paid in cash, and carried them themselves as to not cause harm to America in the transport. Therefore, it was deemed the Cash and Carry policy.
