Honda Accord. May fit both 4 and 6 cylinder cars, but definitely fits 2002 Honda Accord 4 cylinder, as I have used them for quite a while. Interesting that it doesn't match the Purolator website, maybe an older number?? Fits many makes and models. Purolator has a web page listing which cars a particular filter part number fits:

I would recommend AC/Delco, Purolator, Wix, or Bosch in that order.
Do not install any Super Tech or Fram filter on your Accord. Purchase a quality Purolator, Bosch, Mobil 1, or Honda filter.
Purolator, Wix, Bosch, Mopar, are all excellent filters.
First off I do not recommend Fram Filters. They are no where near the best filter you can buy. Purolator, Wix, Bosch, and others make superior filters for the same price. Saying that, there is no Fram filter with the model number PH3317. There is however a Fram P3317 which is an oil filter used on International Harvester tractors and many other types of construction equipment including stump grinders, concrete saws, pumps, and other types of equipment. This filter is not used on any cars.
I recommend Purolator, Bosch, or Wix. All quality filters. I personally have used Purolator in all of the 5 Accords I have owned with not one problem. The Purolator Pure One is one of the best filters you can buy. Any parts store selling Purolator filters such as Advance Auto Parts can tell you the correct one to buy.
10w30 any major brand. Use an AC/Delco filter. You can also use a Purolator, Wix, or Bosch filter.
The same type filter you use with conventional oil. Just make sure to use a quality filter such as Wix, Purolator, Motorcraft, AC/Delco, Bosch, Mobil !, etc. Avoid a cheap filter.
Use a quality filter made by Purolator, Wix, or Bosch. Use SAE 5w30 oil any major brand.
Depends on the vehicle, check Purolator's website. They have an application guide that can look up what vehicles a filter will fit and you can search by filter number. If the filter wot fit and its in its original box, perhaps an auto parts store will let you switch it out free of charge.
