They both do. Voltage is a measure of electrical pressure. Amperage is a measure of electrical flow (current) (amount of electricity flowing). High voltage by itself will not kill you but will leave a nasty taste in your mouth. At the right pressure your heart can be stopped though by a single amp.

An electrical shock is caused by a voltage difference causing current to flow. Both are necessary - you cannot have current without a voltage difference, and you will not get shocked without current flow.

A 9 volt battery has 9 volts across its' terminals all the time. You will only get shocked by this if you insert a low enough resistance between the two terminals (such as your tongue!) to allow a small current to flow.
