Sorry I had to edit someone else's answer since it was wrong. The alternators in the 1999-2001 Cougars a notorious for going bad. There is a fix that Ford recommends that will stop the dimming of your dash and headlights but if that doesn't happen in your car consider yourself lucky. Now as far as the alt going bad make sure you buy one with a lifetime guarantee. There is NOTHING you can do to stop them from going bad.
the cheap ones tend to go out a lot. the ford one last a lot longer. make sure there is no oil leaking, it shorts them out!!!!

The fuel pump on a mercury cougar is in the fuel tank. You are going to have to remove the fuel tank, take the lock ring off of the tank, and then pull the pump assembly out.

dont know the fix, but the lights on my 2000 cougar do the same thing...
If the "Charging system light" is solid red for a while, then the car no moovy. Seriously though, the alternators in these things go fast and hard, one minute they can be fine, the next dead. Sort of gives you an appreciation for our own mortality huh?

i have an 87 topaz where the alternator goes bad also. have replaced it twice. it is just a common problem in the topaz's
Is your 'battery light' on? If it is, check that your belts are in good condition. More likely the alternator is faulty. You can have it tested (usually for free) by most repair shops and auto parts stores. If this is a new style cougar (the little one from the late 90s) expect to be charged at least 2.5 Hours for installation of a new alternator unless you want to do it yourself, which may require a lift or having two elbows on at least one of your arms.== == not sure what your asking, if it's on probly altenter going out or belt sliping
The alternator may be going bad.
low or leaking power steerinng pump fluid or hoses, loose belt on power steering belt or power steering pump going bad
your alternator may have went out so the car was running on the battery, once the battery died..... so did the car.
either the alternator is dischargeing the battery or it is going flat just because its not getting re charged
