After a long struggle between the Greeks and Carthaginians that inhabited Sicily, Carthaginian mercenaries attacked the city of Messana, which is right on the border between Sicily and Italy. Messana called to Romans for help and after long debate the Romans agreed to help even though it certainly meant war between them and the Carthaginians

Mercenaries called Mamertines took over the city of Massana on the straight, just two miles from the mainland, which was Roman territory. They clashed with and were defeated by Syracuse, the most powerful city in Sicily. They asked Rome and Carthage for help. The Carthaginians demanded Syracuse to cease hostilities and wanted to establish a garrison in Messana. The Mamertines at this point petitioned Rome for an alliance. In Rome there were security concerns about a Carthaginian garrison so close to her territories. There were also concerns that a with a Carthaginian expansion from her ports in western Sicily into the eastern Sicily, Carthage could conquer Syracuse and gain control over the whole of Sicily and threaten Roman interests in mainland southern Italy.

In Rome not everyone wanted war. There was a strong peace party. The senate was deadlocked. War was approved by the popular assembly. It is thought that mercantile interests which coveted the rich grain supplies of Sicily had more influence in the assembly than in the senate.
