Pharaoh, the one who wouldn't let the Hebrews go.
Pharaoh (Exodus ch.1 and ch.5).
According the Old Testament, Pharaoh finally allowed the Hebrews to leave Egypt after the Tenth Plague: Death of all Firstborn Egyptians.
Then Moses and Aaron came to Pharaoh, and said, LORD God of the Hebrews says: 'How long will you refuse to humble thyself before me? Let my people go, that they may serve me. Exodus 10: 3
Moses and his brother went and asked him to let them go,When that didnt work God sent plagues such as bugs and death. Eventually being frightened he let them go.
The Hebrews were to get their own straw for making the mud-bricks yet still had to produce the same quantity as before. This straw was previously supplied them by the Egyptians so they could concentrate on making bricks only. They thus had to search out materials for themselves and were punished for not meeting their quota.

God instructed Moses to go to Pharaoh and demand the release of the Israelites from slavery in Egypt. He was to tell Pharaoh, "Let my people go, so that they may worship me in the wilderness."
