The first draft of the United States Constitution set in place a system of checks and balances, within a government divided into three separate units, executive, legislative and judiciary. However, it failed to list individual rights. As a result, the Bill of Rights, which are the first ten amendments of the Constitution, was created.

the cause of the Bill of Rights is that all people of all races were not being treated equally, so James Madison wrote the bill of rights.
