The most likely cause is either a failed sending unit (which is inside the fuel tank) or a failed gauge itself (which is part of the instrument cluster). Removal/replacement of either would be extremely expensive, requiring a skilled mechanic. Other causes could be a faulty connection or a broken wire. It would be necessary to gain access to the sender unit and fuel gauge to inspect for a faulty connection. Inspecting the fuel gauge connection requires removal of the instrument panel.
