What causes a 1996 Honda accord to intermmitedly hesitate when engine is cold it works fine one day then another day hesitates code says low fuel but it will fix itself briefly and run fine?

I'm having the same check engine problem, p 0171 so far they have changed the EGR Valve, the O2 sensor, the distributor cap, and spark plugs (Free because the 1996 accord has an extended emissions warranty) to no avail. I have a 1996 ex with 147k miles on it. If you find the answer, please share. I'm going to get my main relay changed next, as that is supposedly cracked.
