OK - it is easier to answer this question if we look at the question of what would affect a countries' ability to feed some or all of its people.
Perhaps there is a natural cause for the food shortage...maybe it is a dry area and for a year or more, the usual rains have not fallen. Crops will die and the people will be unable to feed themselves or their livestock...they will then have to move to an area where there is food/water/aid.
This might be another area in the same country or across the border into another nation.
Natural disasters - floods, earthquake, volcanic eruption etc can also interrupt the food supplies and force people to move.
Transportation of food and supplies around a region can be disrupted by by natural disasters or war - including civil war. That can also force people to travel for help.
Allot of poor Irish people were effected.
