Assuming the starter and battery are good, if you can get fuel and air into the cylinders it should fire. Conditions to look for:

  • Is there fuel?
  • Did the fuel system get the air purged the last time you ran it out of fuel?
  • Is the fuel clean and dry?
  • Is your fuel filter clogged?
  • Does the fuel pump work?
  • Is it so cold that your fuel has gelled?
  • If it is cold, are your glow plugs working?

I hope you are seeing a theme here...it will either be something really simple and fuel-related or something very expensive like a broken engine component resulting in the valves going out of time or loss of compression.
