likely causes are the fuel sending gasket or the rubber gas filler. they are cheap to change out so i would suggest it. Next would likely be the tank itself.

How do you reset the fuel shutoff switch in a 2004 Ford Mustang?

In a 2004 Ford Mustang : First , the fuel pump shut off switch ( inertia switch ) is located in the trunk , behind the trunk liner on the drivers side . There is an access hole in the trunk liner , near the left rear tail light , and the switch is to the left of the hole - if you don't smell gas , or see any gas leaking , push the button DOWN if it has popped up on the top of the switch - turn your ignition key to the RUN position for a few seconds , and then turn the key to the OFF position - make another check for the smell of gas or any gas leaking , if none , go ahead and start the engine
