There's no such thing as a 250cc moped. A moped is a 50cc scooter with a top speed of 30mph restricted.

Not technically, because it does not have pedals. Moped stands for motor pedal. If it does not have pedals, it is not a true moped. It is technically a motorcycle, but you could likely get away with it as a moped because of the slow top speed and the fully automatic transmission.

If your moped's maximum speed is 30 mph, yes, you will need to complete a training course, and obtain a class M2 license. No license and no training course are required if the moped's maximum speed is 20 mph. See the site referenced below.
That is a matter of personal opinion and is also influenced to some extent on the use you intend for it. If you like to go off road then a Trails or Enduro Moped would be best. If you care more about speed then a Sports moped would suit you best and for economy a commuter moped or scooter.
