Try removing the bolt, you may have overtightened or stripped the threads, another reason would be that your pins have been installed in the wrong order

I assume that the tappets have been adjusted and are still tapping. Then what you need to do is to remove the rocker cover you will then see the rocker shaft held down by four bolts, undo these bolts evenly so as not to distort the shaft, turn the rocker assembly over and you will no doubt find, that the pads, which press onto the valves are indented, you will need to reface the pads with an oil stone following the existing radius of the pad. After this thoroughly clean the rockers and shaft before refitting. Ensure that the rockers are lubricated and properly located onto the push rods thenre tighten the bolts progressively, readjust tappets, refit rocker cover.
It's been my experience that problem is usually related to a grounding issue and or bad/loose connections.

The rocker arm stud nut is tightened until the clacking sound associated with that valve is silenced and then add an additional 1/4 turn.
