Teddy bear hamsters can have matted fur for 2 reasons.
1. It has thick and long hair which has tangled into a knot.
2. (More common) There is an eye infection. If treated properly it will not be a problem.
All you have to do is 1 or 2 times a day take a warm damp towel and place it over their eye for a short period of time. Then slowly work the eye open. If the condition gets worse contact your local pet store or vet. They can prescribe medication.

No, you should never under any circumstances, ever put a dwarf hamster with a teddy bear hamster.
There is no such breed as a Dwarf teddy bear hamster. The normal 'Teddy Bear' hamster is just a nick-name given to another variation of the Syrian hamster. This is the long haired variety and is sometimes referred to as the "Teddy Bear" These hamsters are all one and the same breed, the Syrian hamster. (Mesocricetus auratus) No attempt should be made to intermix different species.
