Tier 1 are people with government assistance (because Walmart gets tax advantages) and have no ideas to bring to the company they are robotic drones going nowhere fast and will stay at walmart for most of their life.
Tier 2 are people not on government assistance who will not be working for the company more than a year or two. They might also have things like ideas and ambition for their live more than walmart.
