If your sure the wiring is good and the easy stuff is good like the brake switch and the flasher,try This.
Turn on your opposite turn signal and see if the brake light comes back.
If you have a stalk style turn / wiper /etc, the turn signal module is most likely bad . If you replace the module the unit will work normally and your
brake light(s) should come back.
I had a GMC Pick up and an Astro Van where I lost the drivers side brake light.
It only worked when I was turning right. When I wasn't turning only the anti collision and right brake light would work. The turn signal for the left side worked fine indicating the bulb was good as the filament is used for both turn and stop.
Unfortunately the brake lights are routed through the turn signal position switch and when the contacts wear out or corrode it is done.
The unit for my vehicle ranged in price 140 to 250 dollars.

It is not a warning light. The DRL stands for Daytime Running Lights and will always be on unless you turn on your dashboard lights.
You will have signal degradation unless you use the amplifier.
On a 1999 9-3 you pull fuse 15 in the panel on the drivers side of the dash. This will turn off the headlights and the gauge lights unless you manually turn the light switch to the on position.
I would replace the turn signal switch.
there is no reason what ever for lights not to work at night unless they are controlled by a light sensor. if they are controlled by a light sensor then u need a light sensor. if you have to switch the lights on manually the switch is defrective ,but if this was the case they would not work during the day either

If your headlights wont come up when you turn the lights on then you will have to "turn" them up manually.......look under your front end for the box that controls your flip up headlights and find where you need to turn/crank to get them to come up manually. Remember though, they will be up permanently unless you crank them up and then back down all the time.

most likely your battery is bad if it wont hold a charge unless there is a significant parasitic drain i have no clue on what causes the ticking noise

If you mean daytime running lights, then probably not unless it's from Canada.
