If you have bathed the dog with a flea treating shampoo and then applied frontline flea protecting to the dogs once dried and they are still comming in covered with fleas i would say that there is a serious flea problem/infestation in the area that you are allowing the dogs to be in.

Flea infestation is common in households where dogs aren't given flea prevention. Fleas imbed themselves in carpeting and furniture fabric where the dog lays and they multiply quickly.
If your animal has a flea infestation and you don't treat it with any of the many available products for this, or don't take it to the vet for treatment, then yes, you can(and should) be charged with animal neglect. A severe flea infestation can cause serious, and even fatal, complications for animals, and therefore, needs to be treated immediately.
