The fuel guage on most vehicles moves based on a positive or negative ohm signal from the Fuel Sending Unit on the fuel pump assembly. The guage HAS to correspond with the sending unit, or else the guage will read backwards (ie: reading a full tank of gas when your actually on fumes)

It usually means that there is something wrong with the fuel gauge itself. It's like when the speedometer is out, just get i checked by the car manufacturer

Nascar cars do not use normal gas gauges due to the fact that when the cars are in corners the centrifical force causes the fuel to slosh around in the fuel cell, Which in turn would cause the gauge to sometimes show that it is empty and sometimes full. That is why they use fuel pressure gauge instead. Which tells the driver how they are doing on fuel via the needle bouncing back and forth.
