Latency can either mean:
- Delay between sending and receiving information over some sort of network (basically, "lag.")
- Delays in communication between devices within your computer.
If you are discussing the internet variety, this is far too-large a question to answer in this format.
If you are discussing a problem on a laptop/PC, here are a few things to consider:
1) Update BIOS. The Basic Input Output System handles the exchange of information between the devices inside your computer. If the devices are having trouble communicating properly, it can cause big latency spikes.
2) Certain programs (the 18k Fan GUI, for example,) are constantly sending packets of information to be processed. Even with multiple processors (and therefore, multiple queues of things to be processed,) these constant demands can result in a long line for processor time. This manifests as latency. Take a look and see if you have anything running in the background that is constantly monitoring some aspect of your hardware. If you see graphs, consider disabling that program.
3) Overloaded USB Ports. If you have multiple devices plugged in to the same USB hub, it might cause some latency spikes. There can be traffic jams if your mouse, keyboard, USB key etc. all trying to use the same data cable. Spread them over two USB ports or more, if you can.

In general, if you want better performance, lower cas latency is better.
