It is probably the idle air control valve which is the part underneath the throttle body. It may be that a connector is not connected or it may be really dirty. Check connections and if that fails, disconnect your air intake from it and spray with either throttle body cleaner or carb cleaner. I am NOT a mechanic, but am researching this same problem, with my 2001 Echo and this is what everyone else is saying. Do you get any check engine codes from it, because I dont.
