A lot of genetics is involved. People whose family are prone to acne have probably got sensitive oil glands that produce much more oil than is necessary to keep skin moist. Also, during puberty oil glands are much more active and any form of blockage (Eg. Dirt, debris, dead skin cells, cheeseburger, etc.) can cause acne.

∙ 13y agoit isn't always oily, it depends on your skin type, this is hereditry. Your skin is just prone to get oily with the heat and shine. There are many natural and chemical products to help reduce oiliness but be carefull because you don't want to dry the skin out completely
