In dogs, the most common cause of partial or hemiparalysis would be a compression point on the spinal cord. This could be due to trauma (such as being hit by a car) or by degenerative changes in the spinal column like a herniated disc. Less common causes would be infectious or autoimmune diseases of the nerves, cancer impinging on a nerve or neurodegenerative disease.

Regardless of cause, you need to take your dog to a veterinarian pretty quick. Whatever is affecting the nerve is only going to get worse, and the longer the process continues, the worse the prognosis for a return to function.
