Ok..I figured it out. Turns out the rear defroster is the problem. When I unplugged it from the back windshield, blower/heater works great!! So...to all those out there..if your blower motor blows fuses...check the blower motor first...then the HVAC and heater fuses, then rear defroster if you have a cavalier!

Ignition swiitch is not returning all the way back from starting position. Try turning the switch by hand if not you will have to replace the switch.
Just an added update.., all fuses seem to be good with clean connectors. Also the signal lights quit too..

A blower motor that only works on high is normally caused by a defective Blower Motor Resistor Pack. DRL, do not have a clue.
They aren't even on the same harness. You likely have two unrelated problems. You can get a wiring diagram for the blower motor by typing in "1992 Dodge Dynasty blower motor" on most browsers. Only thing that can take out unrelated items is a bad ground and in this case that seems highly unlikely.
