It could be a damaged or loose radiator hose, a damaged radiator, a faulty radiator cap, blown head gasket. Have a look around all the hoses and see where the water is coming from and then use common sense.
There is coolant in the engine block when the engine is not running. The engine block, heater, hoses and radiator remain full when engine is not running.

If you mean engine coolant is getting into the car, the heater core is leaking coolant causing the coolant level to drop and that causes the engine to over heat.
