Skin color is a function of melanin within the dermis and epidermis. White people have less melanin in the skin than do black people. People born with albinism, whether they are born to white, black or Latino (or any other "race") are very pale white and will frequently have white hair and pale eyes due to a genetic lack of melanin.

black skin is a form of mutation to the sunlight that the people are in. People living in places which receive hot temperatures and little clouds and/or rain over the course of thousands of years, their skin became blacker, and therefore less prone to the sun generation after generation. The opposite procedure occurred with people with white skin, hence the skin of albinos being nearly purely white.

People turn black if they get a little too much sunshine or when they have a disease their skin/body might turn black. If you're skin was normal color but turned block I would go to hospital. People also may turn black as they get older.

If you are asking about the skin around the eyes, this is due to a bruise forming. The bruising can be anything from trauma (which is usually blamed) to blood disorders to simple exhaustion.

If you are asking why some people's irises appear to turn black, this is an optical illusion caused by changes in the diameter of the pupil and the contraction of certain muscles within the eye. As the iris shifts very slightly within the eye, the color can appear to lighten or darken. Skin produces a pigment called melanin, which makes the skin darker, in order to protect it from damage by ultraviolet light. So the only thing that is happening to skin is that it is gaining melanin.
