this happened to me and I discovered online that the cruise control fuse is the same as the horn and the emergency flashers....so if those don't work either, it's the fuse! You should also check the cruise control cable. I had the problem of it slipping off when ever I stomped on the gas pedal. Also check to see if the cable is broken. I've also had that happen.

It could be that you A/C is running low on fluid.
There is a switch that turns on the cruise control there could be a problem with that. There could also be a problem with the transmission linkage also. Causes include check engine light, vacuum hose, clock spring, brake light switch,
Codes in the PCM, broken vacuum line, failed switch, wiring between switch and PCM
The air blower and the cruise control are completely powered by separate fuses. It is possible that both have blown fuses.

Did you happen to take your vehicle a few years ago to a Ford dealership for a recall? Did they replace a jumper wire to the cruise control?
Bad coil?
bad clock spring... most likely your cruise control doesn't work too... also often airbag light stays on too...
