It depends on what kind of charger your talking about. Im assuming some type of smart phone charger... typically about 5.1 volts at .8 to 1 amp.... current ( amps) times voltage equals power (watts) so.. around 4 to 5 watts
To stall or delay
It sounds like some sort of lean condition. Perhaps a vacuum leak? Plugged fuel filter?
Some possibilities include: faulty or dirty MAF sensor, fuel pressure regulator, or the torque converer solenoid.
stall and surge is caused when the flow in the compressor loses enthalpy and static energy so that it does not have enough power to approach the end of the axis; thus it remains in the annolus of the compressor and creates a stall cell. these cells gradually join each other and create stall zones which are rotating about the axis and are some times called rotating stall. if this stage does not get stopped, the stall cells will cover the whole annolus and will stop the fluid flow through the stages of the compressor and finally lead to surge. if surge happens, the compressor will be out of order.

check your O2 sensors.. my 2300 did it when i first got it and all i did was clean out the top O2 sensor with some carborator cleaner and it ran fine after.
You have to have a charger, nothing else will charge them.
