I assume you are losing power to the instrument cluster, or losing a ground. The ignition switch also shares power with all of these lights. The instrument cluster power comes from the IPC/BFC ACC 10 amp fuse and also from the IPC/HVAC BATT 10 amp fuse both of these fuses are located on the left side of the dash.
Remove the instrument panel cover. Remove the instrument panel retaining screws. Remove the wiring harness from the gauges. The instrument panel will come out.

That is the part with the gauges.
You can't and will have to buy new ones or replace the instrument panel with a used one.
I located the instrument panel illumination lights on my 1990 Nissan D21 Pick-up by removing the clear plastic panel that protects the gauges and pulling the instrument panel forward. To do this, screws must be removed from the dash panel located around the instrument panel. There are also screws securing the clock adjustment knob and the glass/instrument panel itself. The bulbs twist into the backside of the instrument panel. There are several of them. I'm not sure either. I have the same problem. I'm sending mine to a gauge repair shop in MN.
Usually when the gauges jump around there is some kind of computer problem. Your problem can lie in the body control module or in the ECM. Without looking at it, that is a tough call. The instrument cluster could be bad too. Those are the things I would check first.
A bad ground wire will cause your instrument panel gauges to bounce up and down. The ground wire can be loose or it can be corroded.
