Check the coolant level. Check the thermostat.
could be a sticking thermostat.
Pop the hood, right hand side, under the exhaust manifold / heat shield. Almost directly underneath your 1st O2 sensor.

Did you bleed the air valve? if you open any part of the cooling system on a dodge intrepid, ie: change the radiator hose or thermostat housing. You need to bleed the air out the Valve. If not the car will over heat.
make sure cooling system is not "airbound" and have to be bled Check to see that radiator hoses are not collapsing when coolant tries to run through them
Low coolant, failed thermostat, failed water pump, radiator restriction, etc.

Rear brakes use a 2-stage rotor. Interior of rotor has a brake drum effect with brake shoes Adjust these brake shoes carefully because there is some expansion with friction heat and may cause brakes to drag
The thermostat may be stuck open, replace it. No ac belt won't effect the heater.
The most common cause is low coolant.
Heater coil could have went out.
