The clockspring needs to be replaced. I can almost bet your airbag light is on and the controls on the wheel go wonky.
The part is $120 or so from FOMOCO, takes about 2hours to do yourself. I think it is around $400 or so if Ford does it. They are about the only ones that have the part.

Wiper motor is not working properly or the combination switch in the steering column is not working properly which is the lever that turns the wipers on.

First, does the engine get to the normal operating temp? If not, replace your thermostat. With engine hot and running and heater on, touch the hoses going to the heater core. Are they both hot? If not, the core or the hose may be clogged, or there may be a valve that controls that coolant circuit that is malfunctioning. (maybe a Lincoln guy would chime in and tell you if there is one) Other causes include: * Ventilation baffles stuck * Ventilation control broken (listen for sounds in the dash when moving controls) * Dirt clogging the air inlet
