well this sounds more like a vacum issue...check all vacum lines especially your checkvalve for your brake booster ......hint if your brakes hiss at you this is the culperate very common in dodges from 1994-2001 due to crappy mastercylinders that like back into the diapghram of the booster killing the sylicone ...if this isn't the case check with a mechanic shouldn't cost more than 20$ to check it if they even charge you at all
